I think Bank of America is pretty specialized in low interest credit cards, they are such a huge bank with huge pile of deposits, while other credit card issuers are still doing securitization to fund credit cards, Bank of America has unlimited source of bank deposits with low cost, what do they worry?
However, their service is not so satisfactory. Bank of America is notorious for charging monthly fees for Checking Accounts. How could a bank come up with an idea of charging people money for giving the bank money for free? This is ridiculous, but this is what BofA is doing.
As to service, I think all the credit cards that BofA inherited from MBNA has a similar culture of relentlessly charging fees to customers: I was charged late fee three times last year on my AAA credit card even though I paid my bill on time, the reason was BofA changed my billing cycle date!
